The Compliance Officer (CO), Health Facilities Construction (HFC) performs the construction compliance phase of projects and will observe the construction of healthcare facilities as required to ensure work is performed in substantial conformance with the plans and specifications approved by the Department of Health Care Access and Information (HCAI) and in compliance with Title 24, California Code of Regulations (CCRs) (including all referenced codes and standards there within), the Office’s Policy Intent Notices, Code Application Notices and other applicable codes, guidelines and policies, and other reference materials.

Working Conditions

HCAI offers a hybrid telework schedule with a combination of remote and in-office work schedules for CA residents only. The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises. Special Requirements

Possession of Minimum Qualifications will be verified prior to interview and/or appointment. If you are meeting Minimum Qualifications with education, you must include your unofficial transcripts for verification.  Official transcripts will be required upon appointment.  If it is determined an application does not meet the Minimum Qualifications, the applicant will be withheld from the eligibility list, rendering them inactive and ineligible to be hired for the position.  Applicants who have been withheld may file an appeal with the State Personnel Board.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Recent knowledge and experience (within past five years) with Title 24, California Code of Regulations (CCRs) including all referenced codes and standards e.g. ASTM, ACI, NFPA for health facilities, hospitals.
  • Ability to handle code enforcement issues with health care industry professionals.
  • Ability to direct, review and evaluate the work of others.
  • Two Years experience conducting construction observation or inspections of healthcare facilities or other large complex multi-story commercial or institutional buildings to ensure work is in conformance with approved plans and specifications.
  • Experience with materials and methods of construction of healthcare facilities.
  • Experience with reading Special Inspection reports, Test reports, and Inspectors reports.
  • Experience with State business practices, codes, regulations, policies, interpretations.
  • Experience in reading construction plans/drawings and understanding plumbing, medical gases, mechanical, electrical, accessibility, materials and finishes, anchorage and bracing of non-structural systems within hospitals.
  • Excellent interpersonal skills and the ability to handle stressful or sensitive issues with tact and diplomacy.
  • Good writing and oral communication skills and ability to prepare written reports and/or correspondence in a professional, clear, concise, legible manner, consistently cite code authority for all construction deemed to violate building codes.
  • Effective daily use of a personal computer/laptop with MS Windows 10/11, proficient in Microsoft Office 365 (Outlook, Word Excel, PowerPoint), and other applicable software programs.
  • Clean driving record.  Must submit an official driving history from the California Department of Motor Vehicles prior to appointment.
  • Geographical counties to be covered: Marin, San Francisco, San Mateo, Santa Clara, Santa Cruz, and Monterey.
