Under the guidance of a supervisor, the PURA I will conduct entry-level data analyses and research to support the unit in its goal to bridge the digital divide and provide reliable and affordable Internet access to all Californians. The PURA I’s primary assignments are, as part of team of analysts and decision makers, to conduct incrementally more complex analyses on the Senate Bill 156 programs. These efforts will identify broadband deployment requirements, Internet adoption needs, and other economic indicators in the state. If the incumbent is hired as a PURA II, the incumbent will conduct economic, policy and/or technical analyses and research, of a greater level of complexity than the entry-level PURA I, to bridge the digital divide and provide reliable and affordable Internet access to all Californians.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Knowledge of Federal and State legislation and policies related to Broadband Internet Access Services, and the communications industry generally.
  • Knowledge and experience working with U.S. Census data.
  • Knowledge and experience using software like Tableau, ArcGIS Pro, QGIS, and other spatial analysis and/or visualization software.
