THE POSITION Under general supervision, the Environmental Resource Analyst I researches, analyzes and interprets information and data necessary to meet environmental and energy resource management objectives; prepares written reports; makes oral presentations; coordinates and/or negotiates with others on programs; provides information to the public; and performs related work as required. Environmental Resource Analyst I is the entry level and performs routine assignments that become increasingly complex over time.
IDEAL CANDIDATE The ideal candidate will be able to use thoughtfulness and diplomacy in communicating and interacting with a broad range of stakeholders, including elected officials and their staff; demonstrate the ability to think creatively and to independently plan, organize and lead successful outreach activities regarding environmental and agricultural resource programs. The candidate should demonstrate the ability to research grant opportunities, develop and submit successful grant applications, including the ability to oversee, track and report on grant requirements.

EDUCATIONAL/BILINGUAL INCENTIVE Incumbents may be eligible for educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.
Environmental Resource Analyst I is represented by Service Employees International Union (SEIU) and is exempt from overtime compensation.

REVIEW OF APPLICATIONS: Applications will be reviewed on a weekly basis beginning the week of November 12, 2024.Duties may include but are not limited to the following:
- Researches, compiles, synthesizes and interprets information and data necessary to meet environmental and agricultural resource objectives.
- Defines and analyzes environmental and agricultural resource goals and alternative solutions.
- Provides insight and perform Initial Study Assessments, when needed, of discretionary permit applications, regional, and land use projects with potential impacts to the environment, agriculture, and agricultural resources.
- Prepares technical reports, board letters and makes policy recommendations for environmental and agricultural resource programs and projects.
- Coordinates and/or negotiates with other individuals, groups, sections, divisions, departments, agencies, cities, and the public on various technical or legal aspects of programs, some of which may be controversial or politically sensitive.
- Provides general information to the public about environmental and agriculture resource plans, programs, projects, applicable ordinances, policies and procedures.
- Conducts field investigations of proposed project sites in order to have direct knowledge of the location or project under study.
- Makes oral presentations to public groups and governmental bodies to explain and clarify planning efforts and recommendations.
- Develops grant proposals and explores funding options for program implementation.
- Performs other related duties, as required.
Education/Experience:
Any combination of education and some experience that has led to the required knowledge, skills, and abilities.
This can be obtained by the completion of a Bachelor’s degree in environmental science, public administration, engineering, or a related field
and at least one (1) year of experience in environmental science or agricultural resources.
Necessary Special Requirements: - Possess and maintain a valid California driver license.
- Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire.
Desired: - Ability to work proactively, independently, and self-sufficiently
- Experience in environmental or agricultural resource management including: planning and/or performing operations associated with ecology and ecosystem management, or renewable technologies and systems.
- Experience with Geographic Information System (GIS) or a similar mapping program.
Supplemental Information: Work is performed primarily in an office environment, with occasional visits to environmental and agricultural resource locations.
KNOWLEDGE, SKILLS, and ABILITIES Some knowledge of:
- Principles, practices and techniques of environmental and agricultural resource management;
- Federal, state, and local laws, regulations and policies relating to environmental and agricultural resource management;
- Grant writing, administration, and reporting.
Working knowledge of:
- Research methods and policy analysis;
- Intergovernmental and interagency relationships.
Some ability to:
- Collect, analyze and interpret data;
- Formulate policies and recommendations;
- Solve complex technical problems;
- Speak and write effectively, prepare technical reports;
- Use personal computers and software programs such as Excel;
- Interact effectively with the public and other agencies to coordinate environmental and agricultural resource management efforts and to provide information;
- Perform public speaking and make presentations;
- Work proactively, independently, and self-sufficiently.
Proficiency with:
- Geographic Information System (GIS) or a similar mapping program.

TRAINING and EXPERIENCE EVALUATION : A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored/ranked in relation to one another; consequently, when the pool of candidates is exceptionally strong, many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.

ORAL EXAMINATION – 100% : A job-related oral examination may be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
If there are three (3) or fewer qualified applicants, an oral examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.
ELIGIBLE LIST Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
