Under the general direction of the Housing and Community Development Manager I, the incumbent independently performs the more responsible, varied, technically difficult, developmental, and/or analytical assignments associated with loan closing including analysis of financing documents and preparation of loan closing documents.

This job can be done partly from home and partly from the office, based on California state rules. Sometimes, you may be able to work entirely from home, but the department will decide. You must live in California .

Special Requirements

Confidentiality

Employment Application (STD.678)

HCD Disclosure Requirements

Selected candidates may be subject to rules imposed by a Conflict of Interest Code that apply to HCD employees, which may require filing a Statement of Economic Interest (Form 700).

HCD conducts pre-employment background checks on all new to HCD or returning to HCD candidates. This position requires a background check to be cleared prior to being hired.

Per CCR 249.3, this job control may be used to fill subsequent vacancies.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Strong analytical, communication and organizational skills.
• Knowledge of general housing trends and basic finance principles.
• Real estate finance knowledge and practical experience with affordable housing underwriting and loan closing practices and procedures, including documents involved in real property transactions.
• Financial analysis experience (underwriting).

• Ability to effectively deal with governmental agencies and private sector organizations.
• Practical knowledge of lending principles and financial statements.
• Public speaking skills and experience in conducting training seminars.
• Computer software experience with Microsoft Office (Word, Excel, Outlook, SharePoint or other similar database and technology).
• Analytical and problem-solving experience.

Statement of Qualifications

Interested individuals must submit a Statement of Qualifications (SOQ) in addition to the standard state application (form STD 678). Your SOQ will be considered the first interview for this position. Cover letters and resumes do not take the place of the SOQ. When completing the SOQ, number your responses, include all relevant experience, education, and training, as applicable, and explain all answers thoroughly.  Your SOQ should not excee d two pages, single-spaced, Arial 12-point font and address the following:

1. Describe your experience in implementing and/or administering multifamily affordable housing and/or housing programs through federal, state and/or local funding sources.
2. Describe your experience developing and fostering effective relationships internally and externally with stakeholders and the public.
