Job Description


The Department of Disability and Aging Services’ (DAS) Office of Community Partnerships (OCP) assists in the development, funding, and monitoring of community-based programs to support the well-being, safety, and independence of adults with disabilities and older adults. Under general direction, the OCP Manager II will lead a team of analysts focused on community based services in the following areas: Nutrition Services (such as home delivered meals and congregate meal programs), Community Living Fund, Cal-Aim services, Case Management, and Family Caregiver programs. The incumbent will regularly contact and/or establish working relationships with others at similar levels within the organization, as well as community-based organizations. This cross- coordination includes coordination of budget preparation, compliance with federal, state, and local rules and requirements, and monitoring performance and program reporting for their team.

Essential Duties and Functions:

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.

1. Manages programs, operational activities, or projects of assigned section or program area.

2. Supervises, trains and evaluates the activities of personnel and/or coordinates and monitors the work of consultants and contractors working for the department.

3. Works with other managers and staff to evaluate and implement goals, responsibilities, policies and procedures of the division.

4. Monitors the work of and coaches subordinates to improve performance.

5. Evaluates procedures, identifies and analyzes problems and issues and may implement and document new procedures of the assigned section/program.

6. Participates in budget development by providing detailed justification and persuasive arguments for proposals or initiatives.

7. Coordinates budget preparation, monitors expenditures and financial reporting for assigned section; prepares reports, memoranda, and correspondence; and maintains statistical records. Implements and closely monitors budget expenditures; provides executive management with an early warning and practical options to potential cost overruns.

8. Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address major departmental priorities.

9. Assists in developing and implementing operational policies to ensure the efficient operation of section or program.

10. Speaks publicly as an informed representative of the Office of Community Partnerships in public hearings, community meetings, and other settings, as required.


Qualifications


1.
Education : Possession of a baccalaureate degree from an accredited college or university;

AND

2. Experience : Four (4) years of full-time, professional-level experience in a public entity, non-profit organization, or the private sector providing services to seniors and/or adults with disabilities and/or mental health services.

Substitution : Applicants may substitute up to two (2) years of additional qualifying work experience as stated above for college education on a year-for-year basis. One (1) year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Selection Procedures :

Supplemental Questionnaire Examination (Weight: 100%):

Candidates who meet the Minimum Qualifications will be invited to complete the Supplemental Questionnaire Examination; this exam is designed to measure knowledge, skills and/or abilities in job-related areas which may include, but not be limited to: ability to establish and maintain effective relationships; ability to identify, analyze and report upon activities, issues, and problems and recommend appropriate solutions; written and oral communication ability; knowledge of laws and regulations pertaining to target population or industry. All responses to the Supplemental Questionnaire are subject to verification and should be consistent with the information provided in your application.

Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process.

Candidate exam responses will be vetted as appropriate using AI use detection software. Evidence of use of AI, plagiarized answers, or falsified information in exam responses will be addressed in accordance with Civil Service Rules related to fraud and cheating.

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of six (6) months , and may be extended with the approval of the Human Resources Director.
